I hve a giottos MH-1000, well made, handles 20+ lbs, $110. No level, has tension adj.
Again well made.
Check out B&H Photo. Easy to nave site and great equip descriptions. Many choices for what you want.

Check out Giottos legs 9180. Tall tripod with benbo like centre coloumn.
$145 @ B&H Photo. The MH1000 ball head $110 does not have level or quick release.But it does have tension and pan base. Together they weigh about 3 KG and support over 20 lbs.
