So, the bottom line depends on what type of work you want to use it for (and how much you have to cart it around). For basic landscapes or cityscapes, a shorter tripod will probably be fine. For portraits or fashion or even some photojournalism, where you might want a more severe angle to create a distintive look or unique view, you may find a tripod that short a bit limiting...
