Set picture Control option in Nikon D90

Hi,

Recently I bought Nikon D90 Body only and Tamron lens 18-200mm. When I went in to menu options and try to set the picture Control option it says the option is disabled for current settings.

Does any one know why this option is disabled?

What is your function dial set at.
Some things can only be pre-set in aperture, shutter priority or manual on my d80.
