Lenses for a beginner

Hi, as a first post,be kind. I am soon getting a D90, I am wondering what combination of lenses I should go with. Preferably $400 budget

18-55 no vr version 2 - 114
18-70 no vr - 259
55-200 vr - 204
70-300 no vr - 104
70-300 vr - 469

I know the VR 300 will blow the budget, however is it worth it?
If I go with the 18-55 no vr and the 70-300 (either) will I miss the in-between focal length?
Is the 18-55 a good beginner/intermediate lens? Anyother things I should know? Thanks Alot if you can include reviews.:thumbsup:
