    California could soon enable smaller ISPs to offer fast broadband. It's not just a well-heeled carrier, Ars Technica reports that the State Assembly and Senate have unanimously passed legislation that

    would create a state-wide open slotxo fiber network that promises truly fast Internet access from ISPs of any size. small, especially in rural or disadvantaged areas


    This strategy will invest $3.25 billion to build a "mid-term" network that will not directly connect customers. But it should make it much easier for ISPs to launch or upgrade their services.

    Another $2 billion will help those providers build last mile connections with their users.
