Why would this happen?

I've just connected my Nikon 3200 coolpix to my PC as normal to download pictures, but the little box thing that asks me what action i want to go to next (scanner and something is the usual one) but thats not popping up. Why would this be?

Are you talking about Windows, and the same box that pops up when you put in a CD? There is a way to check a box so that window doesn't get displayed anymore, maybe it accidentally got checked.

I don't use that when I download - My Computer > look for the camera (or Removeable Disk if using a card reader) will do it too.

Because Windows is nuts and always does strange things for no good reason on its own.
