Best bang for buck Image stabilizer?

I am currently in the market for a new camera. I currently have a Kodak c360 camera, but I am pretty much sick of blurry photos when I am not 100% still, so am looking into a new camera that has an image stabilizer.

I am an amateur photographer at best. I mostly just take photos when I go out, travel, and other stuff.

I am not looking to spend more than a few hundred, so was hoping to get some opinions on which cameras are the best bang for the buck with the IS.

Any help would be appreciated, thanks.

Also, preferably pocket size as well. Not much bigger than like the c360 if possible.

I know people who bought the Canon Powershot S2 with IS and are very happy.

With the S3 out, you might get the S2 at a better price.
