I would like to start saying that I do not have a lot of experience with cameras. I have a Powershot A80 and I am having trouble with it. The problem is that when I press the button to take a picture the orange light under the flash lights up along with the light next to the viewfinder. It stays like this and say 1/60 and F2.8 at the bottom of the screen. It doesn't flash or take a picture but it just stays like this until I let go of the button.

It seems to me you have the long exposure setting on, it happened to me with my A560, I was playing around with this feature and it did exactly what you are describing; Set long exposure to off and see what happens.

Just go to menu and set "slow synchro" off, sorry is not long exposure like I said.

I feel really stupid now but when I go into menu under "Rec. Menu" it gives me the option to turn on/off AiAf(I have on), Red-eye(on), MF-Point zoom(off), AF-assist Beam(on), Digital Zoom(off), Review (2 sec.), Reverse Disp.(off). Honestly I don't know what half of these mean but I can't find "slow synchro".
